About this Position:

The Manager Capital and Strategic Works (Waste) is responsible for leading the delivery of waste infrastructure projects and strategic waste initiatives across the Council area. This role ensures the effective planning, procurement, construction, and commissioning of waste management assets and programs, including collection, transfer, recycling, and disposal systems, in alignment with Council’s strategic objectives, regulatory requirements, and community expectations.

What we trust you to deliver:

  • Lead the delivery of waste infrastructure projects, including capital works, renewals, and upgrades.
  • Establish and manage project scope, budgets, timelines, and risks to ensure successful outcomes.
  • Oversee procurement, contracts, and implementation of waste facilities in line with Council policies.
  • Establish budgets for revenue, including setting of fees and charges for services and manages the delivery of commodity sales at optimum prices.
  • Optimise collections in both Domestic and Commercial contexts.
  • Ensure compliance with legislation, environmental standards, and Council strategic objectives.
  • Provide technical leadership in the design, assessment, and construction of waste infrastructure.
  • Monitor asset performance and implement proactive maintenance and renewal programs.
  • Oversee modelling, network analysis, and system performance for waste operations.
  • Develop and implement policies and procedures to improve efficiency, sustainability, and customer service.
  • Prepare reports and recommendations for Council meetings and committees.
  • Foster collaborative relationships with internal departments, state agencies, developers, and community stakeholders to ensure effective service delivery.

What you will need to be successful:

  • Tertiary qualifications in Civil, Environmental, or Waste Engineering, or a related discipline.
  • Chartered Engineer status or eligibility for membership with Engineers Australia (desirable).
  • Strong knowledge of relevant legislation, standards, and codes (e.g., WSAA, Australian Drinking Water Guidelines, EPA regulations).
  • Extensive experience in waste and capital infrastructure project delivery and operations within Local government or utility sectors.
  • Strong knowledge of waste management systems, asset lifecycle planning, and strategic project planning.
  • Proven leadership and team management experience within a multidisciplinary team.
  • Ability to implement sustainable, innovative solutions and drive continuous improvement
  • Strong analytical, problem-solving, and decision-making skills in complex project and operational environments.
  • General Construction Induction Card (white Card) - or willing to obtain
  • Current NSW Class C Driver Licence

Full Time: 70 hours per fortnight

Conditions of Employment: Conditions of employment are in the Local Government (State) Award and relevant Council policy, procedures and agreements.
